This is indeed a terrible port, and it's not right for an allegedly supported game to have such terrible bugs, specially a massive FPS drop in a fighting game.
Understood, despite of the fact that I don't play the game anymore, it's good to know that it wasn't my fault at all. Good Lord, thank you for such detailed -although unfortunate- reply. Don't waste your time: it's not a HW or software issue on your PC, it's a game engine bug and only KOEI TECMO can do something fixing the game. The game uses my i7-4860HQ multi-core very badly (usually 100% core0), but even forcing the game to use other cores with 3rd party tools, won't solve the random slow-downs with drops to 1fps (!!). The more we are, more chances we have they'll ever give a look at it. From the New York Times bestselling author of Once Upon a Grind comes an exciting new installment in the 'highly satisfy.
